The Genesis of the New Proposal

The story unfolds with the introduction of Ethereum Improvement Proposal (EIP) 3074, part of the forthcoming Pectra hard fork, which aims to refine wallet functionality by integrating certain operations controllable by smart contracts. This is a part of the broader movement towards account abstraction, where traditional Ethereum externally-owned accounts (EOAs) transition into more versatile smart-contract wallets.

While EIP-3074 was initially welcomed by many, it faced criticism for not aligning with ERC-4437, an earlier proposal that had been active on the mainnet since February 2023. In response, just days after the release of EIP-3074, Buterin, alongside core Ethereum developer Ansgar Dietrichs, introduced EIP-7702. This new proposal offered an alternative approach, quickly gaining favor within the community and likely to supplant the original proposal in the Pectra upgrade.
